Program Design and Impact

Stephanie Brockerhoff is the Global Lead for Program Design and Impact for BRAC Ultra-Poor Graduation Initiative (UPGI). Stephanie has more than a decade of experience in supporting governments, development partners, and NGOs across Africa and Asia in facilitating policy dialogue, providing direct technical assistance, and generating research insights on social protection and poverty reduction programming.

Prior to joining BRAC UPGI, Stephanie was the head of Oxford Policy Management’s (OPM) Poverty and Social Protection Practice where she supported governments and their partners in developing social protection policies and programs that focus on reducing poverty, vulnerability, and disadvantage. Her work covered both routine and shock-responsive social protection programming, with a focus on building sustainable and nationally owned social protection policies and programs that are tailored to local needs and realities.

As Global Lead for Program Design and Impact, she is responsible for further strengthening and building up the team and deepening UPGI’s understanding of government systems and how they can be used to reach scale.

Stephanie also previously led the South Africa Office for Oxford Policy Management and worked for a South African NGO. In South Africa, she worked across a range of areas, including economic development, social-economic rights, and policy option assessment and development.

She holds a BA in Modern History and Politics and an MPhil in Politics: Comparative Government from the University of Oxford.
