Scaling Graduation with the Government of Indonesia

Our collaboration in Indonesia involves key partners at national-level ministries/agencies such as the Ministry of National Development Planning (Bappenas), the Ministry of Social Affairs (MoSA), the Ministry of Home Affairs (MoHA), the Ministry of Village Affairs, the Ministry of Cooperatives and Micro, Small and Medium Enterprises (Kementerian Koperasi dan UMKM), the Agency for Accelerating Poverty Alleviation (BP Taskin) and the Coordinating Ministry of Community Empowerment (Kemenko PM), as well as selected provincial and district/city governments.

Key Objectives

  • BRAC International aims to see high-quality Graduation programmes implemented at scale and adopted within and across a range of existing government initiatives.
  • BRAC International aims to engage with government partners, advocate for the inclusion of Graduation-style programmes at the national and subnational level agenda, and support knowledge sharing to enhance poverty alleviation efforts.
  • To achieve these objectives, our strategic priorities in Indonesia focus on building strong networks and influencing key government stakeholders, co-designing a government-led Graduation model, integrating essential components of the Graduation approach into strategic development plans, and strengthening the capacity of government institutions to effectively implement and scale up the model for broader impact.

Progress

  • In August 2024, a Memorandum of Understanding (MoU) was signed with Bappenas (the National Development Planning Agency) concerning the development of policies and programs for adaptive social protection and poverty alleviation with the Graduation Approach.
  • Letters of Intent have also been signed with three provinces: West Sumatra in 2023, West Java, and West Nusa Tenggara in 2024. Additional Letters of Intent with other local governments are expected to follow.
  • In 2023, a series of high-level policy dialogues at the provincial level were undertaken on mainstreaming the graduation approach into accelerating poverty reduction.
  • BRAC International has been involved as resource person/thought partner in various high level government forums at national and subnational levels including providing inputs for inclusion of the graduation approach into different strategic plans (mid term and long term development plans, annual plans and budgets, National Prosperous Indonesia Roadmap 2025-2045, local poverty reduction plans, five-year strategic plans of national ministries and local agencies).
  • In September 2024, BRAC International convened a planning workshop jointly with six targeted provinces (West Sumatra, West Java, NTT, NTB, DIY, and East Java) and key ministry counterparts (Bappenas, MoSA, and MoHA) marking a pivotal milestone in securing national and subnational government commitment to integrate the Graduation model into planning and budgeting documents, establish joint coordination structures, and mobilize resources for large-scale implementation.
  • Building on the country’s priority agenda to transform the social protection system and programs towards integration and Graduation as stipulated in the national 5-year mid-term development plan 2024-2029 and earlier in the 20-year long-term development plans 2025-2045, BRAC International has supported the Government of Indonesia through Bappenas and other relevant ministries/agencies—including the Coordinating Ministry of Community Empowerment, the Ministry of Social Affairs (MoSA), and the Agency for Accelerating Poverty Alleviation (BP Taskin) —to develop a government-led Graduation framework and implementation guidelines.
  • BRAC International has started to support the government in preparing the implementation of graduation programs, including setting target participants. To date, the government has set a target of reaching 1.5 million families per year at the national level by 2029 for graduation programs. Meanwhile, in several regions, local governments have set out to enroll up to 200,000 households by 2029.
  • Since 2023, BRAC International has progressively supported local governments to conduct initial implementation activities for graduation programs, particularly in West Sumatra and West Java, and preparatory efforts are underway in other provinces. These include a graduation model for economic empowerment programs targeting homeless and jobless urban households in West Java Province, the transformation of Joint Business Groups (KUBE) toward a convergence model, the implementation of a convergence-based graduation model at the district/city level, and a graduation style livelihood program in collaboration with Islamic Relief in West Nusa Tenggara Province.
  • The Governor Regulation No. 68 on Accelerating Poverty Alleviation through Collaborative Graduation Interventions was issued in East Nusa Tenggara Province in November 2024, marking a significant policy milestone shaped by BRAC International’s technical input to ensure the model is locally adapted, evidence-based, and institutionally anchored for sustainable impact.
