South-South Exchange: Philippine Delegation Learns from Bihar’s Inclusive Livelihood Programme

In February 2024, the Government of Bihar welcomed officials from the Government of the Philippines to visit and learn about its inclusive livelihood programme through a new Immersion and Learning Exchange programme.
The government-led programme, Satat Jeevikoparjan Yojana (SJY), is one of the world’s largest programmes modeled after the Graduation approach, which to date has reached nearly 200,000 households or roughly 1 million people.
As part of the visit, delegates met programme participants, community organizations, staff, and coaches and discussed critical components of the programme that have contributed to its success. The visit, for example, demonstrated the critical role coaches play in supporting the participants.
The visit was a strong display of a South-South government learning exchange, which we believe will galvanize the political will and technical know-how needed to advance efforts to combat poverty, investing existing funding into proven approaches that can achieve sustainable impact. The Government of Bihar also recently hosted delegations from Ethiopia, Indonesia, and South Africa and is planning a visit with the Government of Rwanda to support their efforts to enable millions more people to create sustainable pathways out of poverty.
